BEVCO was establish in 1984 as one of the first liquor corporations in the Country. This Corporation is one of the most efficient , effective and transparent . It is entrusted with the monopoly purchase and sale of IMFL, Beer, Wine, FMFL, FMFW in the state of Kerala. The corporation is the only authority empowered to purchase IMFL/Beer/Wine etc from the manufacturers. IMFL purchased from manufacturers is stored in warehouses of the corporation situated in various districts. Retail sale is made through shops run by Government agencies viz BEVCO and Consumer federations. Sales are also effected to Bars, Beer and wine parlours, Clubs and other licenses .

The Head office at Trivandrum and having 23 FL-9 warehouses (Wholesale depots) in different districts and 270 FL1 retails shops owned by BEVCO, 36 shops owned by Consumer fed. The sales also done by private channels through 450 bars, 45 Clubs and 250 beer and wine parlours.

Purchase of BEVCO

Liquor purchase is made on replacement / replenishment basis from suppliers on the corporation rolls. P.O are placed on the basis of average monthly sales of the respective supplier. The average monthly sales are reviewed every month and an order quantity bases on the sales requirement is fixed. Special orders are also placed on trade discount basis depending upon the requirement. Supply rate below 450/- will get unlimited orders irrespective of pack size subject to the requirement of Corporation

Sales

Liquor sales are effected from the warehouses and FL-1 shops. Consumerfed and bars authorized to purchase liquor from Corporations Warehouses. For the requirements of BEVCO retail shops is just stock transfer and supplier will get payment of FL-1 Shops based on the sales from retails shops

Purchase policy

Corporation invited offer from liquor companies situated throughout the country by inviting tender for entering into rate contract for sales and supply of IMFL/Beer for the FY-2019-20. Last date for submission of tender will be 25.02.2019. The offer document stipulate the conditions for supply, the quality specifications, pament terms, general conditions to be compiled etc. The offers have also to submit an EMD of Rs. 12 lakhs for IMFL and Beer. For exclusive wine suppliers EMD is Rs. 50000/-

The rate contract agreement for supply of liquor is not a competitive tender. Each supplier has definite approved brands. Only the approved supplier who owns the brand can supply the respective brands to corporation.

The quality of IMFL/Beer supplied confirm to the standards indicated in the offer conditions. For IMFL The chemical examination certificate (duly authenticated by the Chief Chemical Examiner/Authority recognized by the state) and a certificate showing that ENA has been used in production by Chief executive of distillery authenticated by Excise authority.

Payments

The Companies are directly supplying to BEVCO depots and from depots stock is lifted to BEVCO retails shops and bars. Bar/Consumerfed sale payments will come to company in a regular interval of 15 days and BEVCO shops payments will come after the sales from retail counters. The excise duty is paid by BEVCO and there is no extra expense for company to supply in Kerala

Industry at a glance

Average industry of Kerala in IMFL is 20 Million in IMFL and 10 Million in Beer. Inside Kerala there are 19 bottling units supplying to BEVCO and outside companies can supply from their units as well as can made tie up in local companies. If bottling inside Kerala from tie up units, the company can take separate registration and can bill in company’s invoice. For bottling inside Kerala there is an additional tax known as TURNOVER TAX which comes 5% of Landed cost + excise duty.
